TEHRAN – Iran and Russia have signed a memorandum of understanding to cooperate on artificial intelligence (AI) ethics.
The agreement was signed on Saturday by Behrooz Minaei, secretary of Iran’s Artificial Intelligence and Robotics Development Headquarters, and Andrey Neznamov, chairman of the Russian Commission on AI Ethics, ISNA reported .
The exchange of ideas, Islamic ethics and information on AI based on the principles of equality and cooperation are the main objectives.
The cooperation also aims to exchange experiences in implementing AI ethical principles between the two countries in various AI application fields and to organize short-term advanced AI training for the development headquarters of AI and robotics in Iran with the presence of experts from the Russian Commission on AI Ethics.
AI development projects
By allocating 50 trillion rials (around $100 million), the public and private sectors will develop infrastructure for artificial intelligence operators over the next calendar year, which begins on March 21.
The importance of artificial intelligence cannot be denied. However, it is difficult to keep pace with rapid (global) growth in the region, said Rouhollah Dehqani-Firouzabadi, vice president for science and technology, IRNA reported.
He made the remarks while attending the first meeting of the National Steering Committee’s working group on artificial intelligence.
The main objective of establishing the national steering committee is to promote and develop AI in the country with the help of the private and public sectors, he added.
Dehqani-Firouzabadi continued by specifying that the national committee does not seek to have a share in the management. It aims to facilitate and coordinate the development of AI by developing a streamlined, dynamic and synergistic structure. It also strives to pave the way for individuals to participate in the development of artificial intelligence.
On December 3, 2023, President Ebrahim Raisi issued a decree establishing the “National Steering Committee and the National Center for Artificial Intelligence (AI).”

The Vice Presidency has prepared three comprehensive plans to develop artificial intelligence in different sectors.
Firouzabadi said that artificial intelligence is the priority for technology development and is being pursued under three programs.
Artificial intelligence is a global technology and affects all other technological fields, he stressed.
“Projects in the field of artificial intelligence include scientific development programs that take place mainly in universities. The second plan concerns technological development programs carried out in companies working in the field of artificial intelligence. And the third plan is the creation of a national technological center in the field of artificial intelligence. »
