With great anticipation and optimism, the Bill & Melinda Gates Foundation, in collaboration with AfriLabs, presents this initiative aimed at impacting the continent over the next decade through four strategic pillars, including research, evidence and learning. This pillar focuses on innovative ways to move the continent forward through collaboration, research and the dissemination of learning across the African innovation ecosystem.
The study aims to take stock of ethical AI policies in Africa and assess their impact on innovators and entrepreneurs. It aims to provide a roadmap for the adoption of ethical AI that prioritizes national values, socio-economic growth and sustainable development. The research highlights the ethical dilemmas posed by AI technologies, such as privacy violations, algorithmic bias and security concerns. Some African countries, such as Tunisia, Egypt and Nigeria, have launched governance policies to guide AI development, while others are still lagging behind.
The study used qualitative and quantitative research methods, involving 165 participants and reviewing 300 publications/resources. The main data collection methods included desk research, interviews, focus group discussions, case studies and online surveys. The results indicate that only 10% of responses show that AI ethics policies are in the initial adoption and development phase. The main challenges hindering the adoption and development of these policies include limited understanding of AI, funding issues, lack of access to data, inadequate infrastructure and lack of skills.
