AI has the power to revolutionize the way governments interact with citizens, streamlining operations and improving services. Yet if ethics is not an integral part of AI implementation, the long-term results can be disastrous.
The US government’s use of AI to identify potential threats to the country by combing residents’ social media has ignited a spark a storm of criticism. The campaign has raised concerns about privacy, particularly among immigrants. However, there is a fine line between ensuring the country’s security and respecting individual freedoms, and it is not always clear where that line should be drawn. This situation highlights the difficult decisions that must be made to balance public safety and the right to privacy.
Unethical AI can erode public trust. Bias embedded in AI algorithms could reinforce discrimination against marginalized groups, threatening the very fabric of our society. Additionally, poor management of personal data can lead to privacy breaches, further endangering civil liberties.
With this article, my goal is to explore the intricacies of ethically deploying AI within federal agencies and outline best practices for avoiding these pitfalls.
Ensuring ethical and competent AI
Commitment to ethical standards is as essential as ensuring the functionality and effectiveness of AI in federal operations. For example, creating a external ethics committee improving transparency, accountability, and representation in AI development demonstrates a proactive approach to ethical AI. Here are some other ways to ensure ethical and successful AI.
Strong oversight and governance
It is essential to establish clear governance structures and control mechanisms. In December 2020, the US government issued the Trustworthy AI Executive Order, which provides nine guiding principles aimed at building AI governance frameworks to manage risks and promote transparency.
Bias detection and mitigation
When approaching bias detection and mitigation in AI systems, it is crucial to understand the types of bias, which can include pre-existing biases present in the data, technical biases introduced by the operation of the AI and emerging biases evolving from AI interactions with the environment or users. . In line with this, the NIST report offers a valuable model. It emphasizes a holistic approach to understanding and tackling AI bias, ensuring that AI models are transparent, can justify their decisions, and remain trustworthy for users.
Transparency and accountability
Fostering transparency is essential to ensure that AI-based decisions are clear and understandable. The Deloitte framework identifies six essential dimensions for building trust in AI: fairness, transparency, accountability, security, privacy and trustworthiness.
Stakeholder engagement
Engage with diverse stakeholders, including industry, academia, unions and international partners, is important to ensure that diverse perspectives are considered in AI governance. Integrating the Tech Trust Teams (3T) approach also strengthens the ethical application of AI. This method includes legal and ethics advisors directly within the advisory teams. It also ensures real-time support for ethical considerations, integrating AI principles throughout the development and deployment stages.
Ongoing monitoring and evaluation
AI systems are dynamic and often improve after deployment. Continuous evaluation is essential to ensure they remain compliant with ethical standards and perform as intended. In the United States, the Government Accountability Office (GAO) has suggested a AI Accountability Frameworkfocusing on governance, data quality, performance and monitoring of AI systems.
Recognizing the essential role of ethics in AI goes beyond these frameworks. This is about ensuring that these advancements strengthen rather than displace our workforce, fostering an environment in which technology and human ingenuity intersect seamlessly.
Managing change
The biggest barrier to AI adoption is the fear of losing jobs. On the contrary, AI applications have the potential to bring substantial benefits and opportunities to government personnel. For example, they could reduce the volume of citizen inquiries by 25%, freeing human workers from mundane tasks to focus on more complex tasks.
My recent experience with a government health project illustrated this well. We implemented an AI-powered case management system, which not only accelerated the processing of requests, but also allowed the agency to reallocate human resources to more critical areas where human knowledge is more valuable.
This transition, led by forward-thinking leadership, involved the automation of previously manual and repetitive processes faced by 300 employees. It was leadership’s recognition of the inefficiency of manual processes that primarily drove the transition, ultimately resulting in a direct improvement in service delivery to the public.

Public trust: The heart of integrating AI into public services lies in promoting and maintaining public trust. This trust depends on the transparency, fairness and accountability of AI systems. Each initiative must be meticulously reviewed for its impact on the public, with a critical eye toward protecting privacy, preventing bias, and ensuring fair outcomes while maintaining security.
Preparation: To deploy AI ethically, careful preparation is essential. This requires developing structures to govern AI initiatives, such as establishing clear guidelines, forming oversight committees, and fostering a culture of awareness and commitment to responsible AI.
By adopting the 3Ps framework, federal agencies can embark on a path that balances the innovation potential of AI. The journey toward ethical and successful AI is a collective effort that invites us to reimagine the role of technology in society, guided by an unwavering commitment to doing good for the citizens we serve.
